The committee was set up to identify Sarva Shiksha Abhiyan (SSA) norms and bring them in conformity with the Right to Education (RTE) norms to improve infrastructure and school access among girls, Scheduled Caste/Scheduled Tribe/Muslim/special needs children through better mapping, provide age-appropriate enrolment through special training and bridge courses, suggest strategies to improve pre-school education, revise curriculum and evaluation, enhance the quality of teachers and their training, strengthen community participation, make management at the local level easier and the financial norms for their implementation. As per these norms, SSA would provide for all expenses which prevent a child from pursuing and completing Elementary Education (EE), a school within the limits of the neighbourhood or if the school was far off, transport to the school would be provided, a Pupil Teacher Ratio (PTR) of 40:1, a one-time grant for teaching-learning equipment for new primary and upper primary schools and annual training for better capacity building of School Management Committees (SMC), detailed role description for National Commission for Protection of Child Rights (NCPCR)/State Commission for Protection of Child Rights (SCPCR), ban on corporal punishment/expulsion/detention and reimbursement to private schools for the education of children belonging to weaker sections and disadvantaged groups.
