The 8th Plan’s objectives were to attain Universal Elementary Education, access, retention and achievement to be carried out through decentralisation, combining centralised Elementary Education with welfare programmes like Mahila Samakhya, community participation, teacher training and development of Non-Formal Education (NFE). It was novel in terms of its emphasis on Minimum Learning Levels and evaluation of their achievement through surveys.
