The plan envisages an increase in the Gross Domestic Product expenditure on education, however, the targets and most implementation strategies are similar to the last plan. It aims to increase enrolments of children and the cadre of teachers through a broad approach of decentralisation (working with Panchayati Raj Institutions, Urban Local Bodies), Early Childhood Education, Village Education Committees and teacher training, while also building convergence with other Centrally Sponsored Schemes.
