The Committee reviewed the various aspects of the 10+2 curriculum, the syllabi prepared by National Council of Educational Research and Training (NCERT) and prescribed by the Central Board for Secondary Education (CBSE), as well as the textbooks published by NCERT. It endorsed the syllabus and structure under the Ten-Year Curriculum Framework of NCERT but replaced work experience at all stages with socially useful productive work (SUPW) as an area of general education. The report replaced a rigid educational structure with a flexible structural division into classes to “permit the states and local authorities to adopt the division of the ten-year period into sub-stages to suit local needs.” It also opposed rigid academic years given that 80% of schools are in rural areas and condemned the practice of giving homework for classes I-V.
