The focus area of this Joint Review Mission (JRM) was quality improvement under Sarva Shiksha Abhiyan (SSA) with special reference to strengthening early learning, assessing the quality of subject-based teaching and assessment strategies at the upper primary level, supporting robust teacher training systems, assessing modalities for strengthening national and state-level learning assessment systems, reviewing social audit mechanisms under SSA and the role of School Management Committees (SMCs). Based on these, certain recommendations for each of these areas are made, for instance, following a two-pronged strategy for assessment of learning outcome –National Achievement Survey/State Level Achievement Survey as a sample-based policy instrument for gauging the overall health of the system, and census assessment for accountability– with a new National task Force to monitor implementation, strengthening Early Childhood Care and Education (ECCE), Comprehensive Human Resources Information Management System (HRMIS) at the state level to help in teacher deployment/redeployment with payroll management and predictions of teacher requirements, defining more tightly the priority issues that require monitoring as part of SSA through All Schools, Monitoring, Individual Tracking, and Analysis (ASMITA) to name a few. The JRM lists Activity Based Learning (ABL) in TN, Padhe Bharat Badhe Bharat (2014), use of Continuous Professional Development (CPD) (as per Justice Verma Report) and Unified District Information System for Education (U-DISE) being subsumed within ASMITA as major achievements.
