1975

The programme was launched to bring down prices of essential commodities, promote austerity in government spending, a crackdown on bonded labour, liquidate rural indebtedness and make laws for a moratorium on recovery of debt from landless labourers, small farmers and artisans. It was first mentioned in the Fifth Five Year Plan and in terms of elementary education, it aimed for expansion of education and the three components of this programme were the provision of books and stationery to students at cheaper rates, supply of essential commodities to hostel students at subsidised prices and expansion of apprenticeship training programme.
