‘Update on climate action in South Africa ‘ 

Harald Winkler will talk about developments leading to formal climate policy in South Africa. Subsequent to the Long-Term Mitigation Scenarios (LTMS) in 2008 and Copenhagen the year after, a carbon tax is in advanced stages of discussion, and sectoral plans (notably electricity) are taking carbon into account. Prof. Winkler will talk to how these might help achieve the benchmark GHG trajectory now set in policy, and will comment on the politics and processes in the national discussion, from his perspective as a researcher.

Speaker’s Biography: Prof. Harald Winkler of the Energy Research Centre at the University of Cape Town has, as his main research focus worked on energy and climate change mitigation, and its links to local sustainable development. His approach is multi-disciplinary, focusing on policy questions using economic tools, social analysis and environmental indicators.  He is also interested in using energy-economy-environment models for the analysis of mitigation options. Significant research has focused on CDM baselines, monitoring and sustainable development indicators. Harald has taught and supervised at post-graduate level since 2000; and he is now an Associate Professor in the University of Cape Town.
