Report of Experts’ Committee on Educational Expenditure (Maharaj Krishna Kaw)

Planning Commission

1999

This Expert Committee reiterates the commitment of investment of 6% GDP on education from the government sector at the earliest and should be done in the years 1999-2000. It recommends setting a definite time frame for Universal Elementary Education (UEE) and establishing a ‘cluster approach’ rather than a distance approach so as to cover all habitations. It envisages that to reach the 6% target of GDP by 2007, government expenditure on education should be Rs. 1,31,423 crore if GDP increased by 6% rate over this period at 1996-97 prices. It recommends a convergence of services/schemes/projects in order to save effort, money as well as ensure better educational efficiency and setting up an independent Statistical Unit by the Ministry of Human Resource and Development (MHRD) to overcome the difficulty of estimating private expenditure and local body expenditure on a continuing basis.
