The report is built on the premise that Elementary Education is a fundamental right and presented grassroots perspective on the state of the schooling systems in rural India. Highlighting the success story of Himachal Pradesh as one of the best performing states, the report is elaborate in examining education from the viewpoint of parents. It focuses on key areas such as reasons for low attendance of students, the state of infrastructural facilities and teacher resources, classroom dynamics, education management and impact of previous schemes in improving the state of elementary education including mid-day meal, para teachers, alternative schooling and the role of non-governmental organisations.
