He is distinguished member of the Indian Administrative Service (Andhra Pradesh, 1999 batch) whose career across more than two decades exemplifies the breadth and complexity of public administration in a federal democracy. Over the course of his service, Mandalika has held a range of senior positions, District Collector and Magistrate, Joint Collector, Secretary to Government, Commissioner of Panchayat and Rural Development, Civil Supplies Commissioner, Secretary for Endowments and Revenue, and most recently Chief Commissioner of State Tax in Vijayawada. each role demanding a His empanelment as Joint Secretary at the Government of India recognised the caliber of an officer whose contributions had consistently operated at the frontier of institutional complexity and policy consequence.
