The commission lays down the national goals with regard to teachers and their role in achieving Universal Elementary Education (UEE), their working conditions and welfare, emoluments and benefits, the headteacher’s role and pre- and in-service trainings. It also recommends steps towards the establishment of a National Commission for School Education (NCSE), giving of statutory powers to the National Council of Teacher Education (NCTE) and the revival of the Indian Educational Service (IES) and enhancing the role of the states through State Institutes of Education (SIE) and State Council on Education Research and Training (SCERT). It touches upon the process of decentralised recruitment and status of teachers, politicisation of teacher unions and their structure, goals and means but does not indicate the role of the states in implementation of the scheme.
