President Trump’s Executive Order on Promoting Energy Independence and Implications for India

On 28th March 2017, President Trump signed the Presidential Executive Order on Promoting Energy Independence and Economic Growth. The Order has been presented as an attempt by the current US administration to rectify governmental over-reach by the previous administration by focussing on the “clean and safe development of our Nation’s vast energy resources”, removing “regulatory burdens that unnecessarily encumber energy production, constrain economic growth” and “ensuring geopolitical security”. In particular, it calls for revocation, review or revision of several Obama-era climate rules and policies aimed at meeting America’s Paris climate pledges. The Presidential Order comes soon after the ‘America First’ Budget that saw dramatic cuts in allocations to the Environment Protection Agency and the Department of Energy.

What implications do these actions by the new US administration carry for the Paris climate regime? What does it imply for India’s strategic engagement on global energy and climate debates?

The discussion will be initiated by a short panel discussion with comments by Prof. Lavanya Rajamani, Dr. Arunabha Ghosh, Dr. Chandra Bhushan, and  Dr. Navroz K Dubash. Dr. Radhika Khosla will chair the discussion.
