Roundtable on Dynamics of Property Rights, Informal Economy and Poverty in Developing Economies

This Roundtable is being jointly organised by the Centre for Policy Research based Land Rights Initiative (“CPR-LRI”) and Urbanisation Group (“CPR Urban”), and the Liberty Institute, in collaboration with the Centre for Development and Enterprise (“CDE”), South Africa. The Roundtable will feature a presentation by Dr Anne Bernstein who heads CDE. Rather than merely managing the poor, CDE believes that anti-poverty policies should aim to expand opportunities that allow people to lift themselves out of poverty. An important intervention in this direction is the enforcement of property rights. In many developing countries, property rights exist for some, but the poor find themselves outside the property rights framework. CDE would like to explore how important this issue is in India, especially in India’s cities; what has been achieved in strengthening property rights in both urban and rural areas, and what remains to be done.

CDE is regarded by many as South Africa’s leading policy institute for social and economic development. Dr Anne Bernstein was a member of the Transition Team and then the Board of the Development Bank of Southern Africa (1994 – 2001). In 2005 she was a Fellow at the National Endowment for Democracy, Washington DC. In 2007 she joined the Board of the Brenthurst Foundation. In 2008 and 2009 she was an invited faculty member at the World Economic Forum in Davos and participated in their Global Agenda Council’s Initiative. She is a regular public speaker and has been published by newspapers around the country, often appearing on radio and TV. She has published many books including The Case for Business in Developing Economies (Penguin, 2010), Migration and Refugee Policies (with M. Weiner, London, 1999), Business and Democracy: Cohabitation or Contradiction? (with P.L. Berger, London, 1998), and Policy Making in A New Democracy: South Africa’s Challenges for the 21st century (CDE,1999).

CPR-LRI, CPR’s newest initiative, aims to generate a knowledge base for policy interventions regarding land rights that bring about development which is socially inclusive, ecologically sustainable, and politically feasible.

CPR’s Urbanisation team engages with urban transition in India from a range of perspectives—analysing governance structures, reviewing the delivery of public services including urban sanitation, tracking spatial patterns, and exploring the processes of economic transition and migration.
