Violence, Order and the Indian State

About the lecture:
Based on his recent book (co-edited with Amit Ahuja), Prof. Kapur will speak on how the Indian state has managed security over time in a country that has grappled with a variety of internal security challenges. Based on an exhaustive examination of decades of official records – from riots to election violence; from caste to religious and ethnic violence; from insurgencies to terrorism; and political assassinations to hijackings – they find that violence in India has actually declined in many of these indicators – in some cases, substantially – during the “peak quarter century” from the late 1970s to early 2000s. The talk will focus on three broad questions: How well has India contained violence and preserved order? How have the approaches and capacity of the state evolved to attain these twin objectives? And what implications does the State’s approach toward internal security have for civil liberties and the quality of democracy?
Devesh Kapur is the Starr Foundation South Asia Studies Professor and Asia Programs Director at the Paul H. Nitze School of Advanced International Studies (SAIS) at Johns Hopkins University, Washington, D.C. He is a senior visiting fellow at CPR.
