The document is a statement of policy envisioning a new policy for education by India to meet the new challenges and social needs. It aims to continue the older strategies of the 10+2+3 education system, the National Council of Educational Research and Training (NCERT) national curricular framework, Early Childhood Education (ECE), focusing on teachers, non-formal education and promoting equity in education. It is one of the first documents to state the laying down of minimum levels of learning to improve the quality of education.
