Minimum Levels of Learning at Primary Stage: Report of the Committee set up by the Ministry of Human Resource and Development (MHRD)

One of the first reports that set a curriculum to equip all children who complete primary education with minimum/essential learning in language, mathematics and environment studies. The action plan to achieve the Minimum Learning Levels (MLLs) is to set MLLs as performance goals for both formal and non-formal systems, introduce Continuous and Comprehensive Evaluation (CCE) in the classroom to give teachers a tool to measure students’ achievement, provide systematic teacher training in learning evaluation techniques, look into non-cognitive areas of learning and relate the provision of inputs and facilities to differentiated levels of achievement obtained in schools, so that, by diverting greater resources where standards are lower, this curricular reform can spearhead a larger programme for reduction of disparities.
