The committee was set up to advise on improving the quality of learning while reducing the burden on school students. Stating joyless learning, fear of examinations, too much focus on textbooks and dense syllabus as the problem of curriculum, it recommends strategies such as increasing teacher involvement in the curriculum framing and preparation of textbooks, limiting the Central Board of Secondary Education (CBSE) to Kendriya and Navodaya Vidyalayas and state boards for all other schools, 1:30 Pupil-Teacher-Ratio, minimum qualifications for teachers and their in-service training and other subject-curriculum specific suggestions.
