The Sarva Shiksha Abhiyan (SSA) subsumed all the previous national and state programmes to achieve the elusive goal of Universal Elementary Education (UEE) through a time-bound integrated approach, in partnership with the states. With the main goal to provide (quality) Elementary Education by 2010, the broad implementation strategies were institutional reforms and capacity building, sustainable financing, community ownership and monitoring, habitation as a unit of planning, focus on special groups especially Scheduled Caste and Tribe (SC/ST) and girls, the enhanced role of teachers and District Elementary Education Plan (DEEP).
