Sarva Shiksha Abhiyan (SSA) envisages the preparation of District Elementary Education Plan (DEEP) – a comprehensive Plan of Action for the educational improvement of the whole district and planning at three levels–habitation, block and district. The major components of this appraisal are improvement in quality of education, education of girls and underprivileged children, Early Childhood Care and Education, education of out-of-school students, research and evaluation, management structures, community mobilisation, civil works, Management Information System (MIS) and computer education. The Manual also covers the budgeting of the plan.
