The 12th FYP has clear objectives to enrol Out of School Children (OoSC), clear articulation of learning levels and aligning the entire elementary education system around achieving learning levels. The main strategy was a shift from a project-based approach of Sarva Shiksha Abhiyan (SSA) to a unified Right to Education (RTE)-based governance system for the achievement of Universal Elementary Education (UEE) through a strong focus on Early Childhood Care and Education (ECCE), review of textbooks, enhancing Information and Communication Technology (ICT), research and quality improvement, strengthening local innovation and management and measuring learning. It also encourages addressing the residual gaps in access and equity, improving teacher training, building linkages with other sectors like Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) to build infrastructure or with ancillary schemes like the Mid-day Meal Scheme (MDMS), and an appropriate implementation and monitoring of these strategies. A unique feature of the plan was the idea of moving away from the regular classroom structure of age-grade learning to one defined by learning levels.
