This is a draft report for the National Policy on Education developed in 2016. Some of its key observations and recommendations include: a) Para and contract teachers have led to a lowering of standards of school education b) Information and Communication Technology (ICT) should be actively used to enhance the quality of education such as its use as an aid in the teaching-learning process and governance of school education through its use in Education Data Management c) Increase the outlay of expenditure on education to 6% d) Consolidation of the school network at the grassroots through mergers of schools with low infrastructure and enrolment e) Inclusion of minimal acceptable standards in school education across all levels in terms of provisions and student outcomes f) Merit based transparent norms for recruitment of teachers and other members of the school cadre such as school principals, g) ICT should be used to integrate student outcomes and teacher performance h) Right to pre-school education should be immediately implemented i) No Detention policy should be continued up to class V.
