The Committee assesses declining Learning Outcomes (LOs) and the migration towards private schools and argues that its root causes were the lack of assessments and teacher accountability, low student motivation, lack of pedagogy to address multilevel environments, and insufficient system support, many of which were aggravated by the common misinterpretation of the No Detention policy. It recommends measuring learning level outcomes of all children on regular basis, catalysing a “performance-driven culture” – reward high performers at every level, introducing pedagogical interventions that complement No Detention, changing stakeholders’ mind set and preparing them for new provisions and amending the roll out plan of No Detention Policy.
