District Primary Education Programme (DPEP) Guidelines

This was the first donor funded national program in India implemented in select states and districts in India. The program had an explicit equity focus as it included districts with low female literacy rates and included strategies targeting the girl child and Scheduled Caste/Scheduled Tribe (SC/ST) students. Decentralisation which included the development of action plans and budgets at the district level, and participatory planning which included the village level leadership, non-governmental organisations (NGOs), district, block and school level personnel to be included in the program planning. It’s key objectives were: a) To reduce differences in enrolment, dropout, and learning achievement b) Reduce the overall primary drop out rates for all students to less than 10 per cent c) To raise average achievement levels by 25 per cent over measured baseline levels and ensuring achievement of basic literacy and numeracy competencies and a minimum of 40 per cent achievement levels in other competencies, by all primary school children d) according to national norms, access for all children, to primary education classes (I-V), i.e. primary schooling wherever possible, or its equivalent non-formal education.
