The 11th Plan carries forward the unfulfilled objectives of the 10th Plan–universal enrolment, quality education and infrastructure, reducing dropouts, Early Childhood Care and Education (ECCE), equity– and some new objectives–universalising Mid-Day Meal Scheme (MDMS) by 2009 and strengthening of Block Resource Centres (BRCs)/Cluster Resource Centres (CRCs). The main strategies were reorientation of Sarva Shiksha Abhiyan (SSA) into a National Mission for Quality Elementary Education to ensure minimum norms and standards for schools (both government and private) using ancillary schemes like MDMS and Mahila Samakhya. Other strategies were similar to the previous plans, i.e., social equity and improving learning levels by focusing on learning basic verbal and quantitative skills, as well as effectively implementing and involving states in using National Council of Educational Research and Training (NCERT) Quality Monitoring Tools.
