This report is a review of the Acharya Ramamurthy Committee Report released in September 1990 and is more focused on higher education. For Elementary Education, it recommends and endorses the strategies envisaged by National Policy on Education (NPE)/Programme of Action (PoA) including the inclusion of the Right to Education among the Fundamental Rights guaranteed under the Constitution, the non-formal mode of education and the focus on Minimum Learning Levels (MLLs). It also talks about modifying the Navodaya Vidyalayas and inclusion of Early Childhood Care and Education (ECCE) as part of Art. 45 of the constitution.
