The report deals with the quality of pre-service and in-service teacher education, teacher performance, teacher audit, strengthening regulatory functions of the National Council on Teacher Education (NCTE) and the outcome of the review of 291 D.Ed institutions of Maharashtra. The Commission recommends an increase in investment for establishing teacher education institutions, redesigning of current programmes in view of the recommendation made in National Curriculum Framework for Teacher Education 2009, developing frameworks and national bodies to design and monitor teacher education, strengthening District Institutes for Education and Training (DIETs), designing a framework for teacher performance and with regard to NCTE, setting up guidelines and frameworks for inspection of recognised institutions, a Vigilance cell on priority and a Teacher Education Assessment and Accreditation Centre (NEAAC). It also suggests appropriate amendments to Section 17 of the NCTE Act based on the SC ruling in the NCTE vs Vaishnav Institute of technology and Management case to enable inspection of institutions.
