The report deals with the general aspects of qualitative improvement in elementary education with recommendations such as the development of a national policy; provision of free and compulsory education for children aged 6-14; 10+2+3 pattern of education system; teacher education; adopting a three-language formula at state levels which includes the promotion of a language of the Southern States in Hindi speaking states and vice versa; learning by doing science; social and national integration through a common school system; social and national service and making work experience an essential component of education.
