Ministry of Human Resource and Development

2019

The draft highlights key focus areas to be addressed through the new policy. The Policy emphasizes the criticality of strengthening and ensuring quality Early Childhood Care and Education (ECCE) for all children between 3-6 by 2025. It further suggests measures to addresses the learning crisis through two national programmes–the National Tutor’s Programme and the Remedial Instructional Aides Programme. The Policy aims to achieve 100% Gross Enrolment Ratio (GER) by 2030, envisages a new education structure, i.e., 5+3+3+4 design, and aims to transform curriculum and pedagogy by 2022. It also aims for inclusive education, reiterates the centrality of teachers, focuses on their education and training, suggests mandatory school regulation and calls for effective administration and management of Schools.
