The essential thrust areas, as summarised by the commission, are more resources, more decentralisation and more flexibility. For recommendations in specific areas, for quantity and resources they suggest substantially increased public spending, incorporate physical requirements for schooling, including provisions for play grounds and other school facilities for urban and local planning, flexibility on the norms by the central government on disbursal of Sarva Shiksha Abhiyan (SSA) funds and other central schemes for school education to states and self financing schools, straightforward procedures for the recognition of private schools, expand expenditure on National Literary Mission, universalisation of Early Childhood Care and Education (ECCE), collection and better data management. In terms of quality and management, they suggest that all separate systems must be integrated to ensure access, decentralisation of school management, better co-ordination between different departments of government, monitoring quality of all schools by a national body for achieving Learning Outcomes (LOs), restoration of the dignity of school teaching as a profession, training teachers, curriculum reform, changes in the examination system and finally reorienting previous strategies to ensure enrolment, access and retention, especially for Scheduled Caste (SC), Scheduled Tribe (ST), Muslim and physically disadvantaged children.
