The report provides an indication of the nature of action and broad strategies to implement the Policy and suggests state and central cooperation to achieve the policy goals. With Operation Blackboard as the main programme to ensure the provision of minimum facilties in primary schools, it also recommends the strengthening of existing programmes in Early Childhood Care and education, quality education with minimum levels of learning, child-centred approach, Central Advisory Board of Education (CABE) to set-up separate committees to evaluate the progress on the achievement of Universal Elementary Education, setting-up of State Advisory Boards of Education (SABE) and finally introduces a new programme on Non-Formal Education (NFE) that uses modern technological tools and a learner-centred approach.
