The report focuses on the Right to Education (RTE). It states that the central government must enforce legislation for RTE which should include financial provision as part of which the central government must provide the bulk of the additional funds needed for realising RTE. It also enforces the responsibility of the Government at different levels to be recognized and made justiciable.
