The framework is built on the recommendations made by the Bordia Committee in 2009 and provides a broad outline of approaches and implementation strategies within which the States can frame more detailed guidelines keeping in view their specific social, economic and institutional contexts. The time frame for the achievement of infrastructural and Pupil Teacher Ratio (PTR) targets was March 2013 and training by March 2015. The framework explores the strategies and interventions to ensure all children in school, address equity issues, enhance the role and management of the community, develop school infrastructure, strengthen management and monitoring, protect children’s rights through grievance redressal and finally lay the mechanisms for planning, appraisal and fund flow.
