Reports based on the various sub-committees to examine the feasibility of bringing pre-school and secondary education under the Right to Education (RTE) Act to ensure continuity in the child’s development and ten years of formal schooling and drafting the legislation and financial norms based on that. It sets the norms and standards for quality pre-school and secondary education and makes recommendations with regard to curriculum, process, teacher support, and assessment of pre-school education along with the duties of various stakeholders.
