The plan continues with targets similar to early five year plans of universal access, retention, achievement and equity. With Sarva Shiksha Abhiyan as the flagship programme to achieve the targets, the tenth plan continues with strategies from previous plans and programmes such as decentralisation, community participation, focusing on learning outcomes, teacher education and training, developing assessments and evaluation systems and privatisation.
