About the Talk:
Chittur Thathamangalam Municipality in Kerala recently published their first Master Plan 2042, which is arguably the country’s first truly participatory Master Plan. Drawing on their involvement in the preparation of this ‘People’s Plan’, as members of the municipality’s Master Plan Expert Committee over the past 3 years, the speakers will briefly outline the context and conditions within which this participatory planning process took place, the process and its participatory elements, how that contributed to the content of the Plan and the role of technical planning knowledge in this process. They will also share some key reflections towards a participatory planning in India.
About the Speakers:
Malini Krishnankutty is an experienced urban planner, she is currently an Adjunct Associate Professor at the Ashank Desai Centre for Policy Studies, IIT Bombay. She has a PhD (2018) in Habitat Studies from Tata Institute of Social Sciences, Mumbai and graduate degrees (M. Arch & M. City Planning 1994) from the University of California, Berkeley, USA. Over the last two and a half decades, she has served as a consultant on several urban planning projects, including Regional Plans (for the Mumbai Metropolitan Region and Goa), Mumbai’s development plan, and sectoral projects. Other interesting engagements include serving as a member of the Working Group on Spatial Planning of the Sixth Finance Commission, Government of Kerala in 2021-22 and as the Secretary of the Mumbai Metropolitan Region Heritage Conservation Society and Environmental Improvement Society between 2016-18. Her research interests include sustainable urban planning in the global South, participatory planning, peri-urban development and tracing the historical underpinnings of modern urban planning practice in India.
Jayaraj Sundaresan is a human geographer, comparative urbanist, planner and urban designer based in London. His research, teaching and policy advice are based in India and London. He has held faculty positions at the London School of Economics and Political Science, University College London, Indian Institute for Human Settlements and National Institute of Technology-C. He is currently a member of the Masterplan Expert Committee for the People’s Plan for Chittur-Thathamangalam in Kerala (with Malini Krishnankutty) and Urban Design Principal at Hounslow Council in London, where he leads the participatory Public Space Design Policy and Guidance project. He holds a PhD in Regional and Urban Planning (LSE), an MSc in City Design (LSE), an MArch Urban Design (CEPT) and a B.Arch (CET).
