About the talk:
The Goods and Services Tax (GST) was launched on 1 July 2017 heralding the start of ‘One Nation, One Tax, One Market’. It subsumed at least 16 indirect taxes and cesses that previously existed in India, administered separately by the Centre and the States, resulting in a greatly rationalized taxation structure.

GST is a unique experiment in fiscal federalism. Cutting across ideologies, politicians, policymakers, and tax administrators negotiated, bargained, and arrived at and implemented the decisions, all in the interest of the greater common good. More than 500 officers were involved in the discussions and over 200,000 officers are involved in the implementation of GST in India.

GST has now been in operation for over seven years. The talk will cover its genesis and the complex and contentious journey, which is still unfolding. It will highlight the important benefits/successes as well as the existing complexities and the varied challenges, along with suggestions for the road ahead.

About the speaker: 
Dr. Rajeev Ranjan, IAS (Retd) joined the service in 1985 as part of the Tamil Nadu cadre. He served as Special Secretary, GST Council, Department of Revenue, Ministry of Finance, Government of India and later as Secretary, Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying, Government of India before retiring as Chief Secretary, Government of Tamil Nadu.

About the chair:
Dr. Arvind Subramanian is currently a Senior Fellow at the Peterson Institute for International Economics (PIIE), Washington DC. He served as the Chief Economic Advisor to the Government of India between 2014 and 2018. Before joining PIIE, Subramanian was the assistant director in the research department of the International Monetary Fund (IMF). He also served at the General Agreement on Tariffs and Trade (GATT) from 1988 to 1992. He has previously taught at Harvard University’s Kennedy School of Government and Johns Hopkins School for Advanced International Studies. His latest book is Of Counsel: The Challenges of the Modi-Jaitley Economy (Penguin 2018).
