The recent development of climate policy in China: Progress in 12th Five Year Plan

Abstract:

As one of the top emitters in the world, China is facing more and more pressure from both international and domestic communities. To confront the energy, climate and environmental challenge, the Government of China issued its 12th Five Year Plan in 2011 with a view to transition to a low carbon development path in the coming decades. One important shift in Chinese climate policy is the shift from a traditional command and control policy to market based policies such as emission trading schemes and carbon tax. Six cities and provinces have started pilot schemes with a view to start a national ETS in 2015. The talk will introduce the most recent progress in China’s climate policy, including an overview of climate policy before and after Copenhagen, the shift in policy paradigm, the new policy package in the 12th Five Year Plan, progress of ETS pilots in selected cities and provinces, and its interaction with frozen reforms in the electricity sector.

Speaker’s Biography:

Fei TENG is an associate professor in Institute of Energy, Environment and Economy in Tsinghua University. He is also a lead author of the IPCC 5th Assessment Report in WG III. He is the lead author of China’s Second and Third National Assessment Report on Climate Change, member of the drafting team for several key national documents, including National Plan on Climate Change and White Paper on Climate Change. He served as an advisory expert for China’s negotiation team under UNFCCC for many years. He has been a member of the BASIC expert group in BASIC ministerial meetings since 2011.
