Air pollution was gradually gaining political salience in India over the last few years, but COVID-19 and the deepening economic recession may now change the speed, and possibly the direction, of progress. In a new report, CPR Fellows Santosh Harish and Shibani Ghosh identify three ways to further India’s air quality agenda in this moment of crisis: leverage new opportunities to achieve sector-by-sector gains; contest the dilutions of environmental safeguards; and steadily pursue broad institutional and policy reforms required for long-term progress.

Santosh Harish and Shibani Ghosh, in conversation with Dr. Prashant Gargava, Dr. Urvashi Narain and Aruna Chandrasekhar, will explore the policy, regulatory and institutional implications of this pandemic on efforts to mitigate air pollution in India. They will also reflect on the opportunities and challenges of this moment for India’s air quality discourse.
About the Speakers
Dr. Prashant Gargava is Member Secretary, Central Pollution Control Board. He has spearheaded key air quality initiatives in India, including the Air Quality Index and the national air quality standards. He has more than 30 years of diverse experience in environmental policy, sector-specific statutory requirements and regulations, air quality policy, and urban air quality management.
Dr. Urvashi Narain is a lead economist in the World Bank’s Environment, Natural Resources, and Blue Economy global practice, with over 20 years of experience on issues at the intersection of environment and development policy. Currently, she leads the Air Pollution and COVID-19 initiative at the World Bank.
Aruna Chandrasekhar is an independent environmental journalist from India, currently based at the University of Oxford’s Environmental Change Institute in the United Kingdom. Her work covers corporate accountability, climate change, air pollution, human rights, conflict, gender and public health.
Dr. Santosh Harish is a Fellow at the Centre for Policy Research, New Delhi. His research interests lie in the areas of energy and environment policy, with a focus on air quality management in India.
Shibani Ghosh is a Fellow at the Centre for Policy Research, New Delhi, and an Advocate-on-Record, Supreme Court of India. Her research focuses on environmental law and governance.
