Abstract of “Working with the Market: A New Approach to Reducing Slums in India” byPatricia Annez, Alain Bertaud, Bimal Patel and V.K. PhatakThis paper examines the policy options for India as it seeks to improve living conditionsof the poor on a large scale and reduce the population in slums. Addressing the problemrequires first a diagnosis of the market at the city level and a recognition that governmentprograms do not suspend market forces. Using two case studies, for Mumbai andAhmedabad, we illustrate how simple city level market diagnostics can be used toidentify policy changes and design smaller assistance programs to reach the poor. Weexamine the linkage between chronic infrastructure backlogs and restrictive real estatepolicies and propose approaches for funding major investments to achieve this goal.Patricia Clarke Annez, currently based in Delhi, India, is Urban Advisor in the WorldBank’s Finance Research and Policy Department. During 2009-2010, she was a Non-Resident Senior Fellow at the Brookings Institution and Research Director for the“Making Cities Work for the Growth Project”. Her long career at the World Bankincludes working in several regions, and serving as chief of the Urban Division. Ms.Annez was also an economic and financial advisor for ABB in Canada and for U.S.corporate clients in New York. Recent publications include: “Financing Indian Cities:Opportunities and Constraints in an Nth Best World”, Urbanization and Growth, co-editedwith A. Michael Spence and Robert Buckley (2009: World Bank), Lessons for the UrbanCentury: Decentralized Infrastructure Finance in the World Bank (co-authored withGwenaélle Huet and George E. Peterson (World Bank: 2008) and Financing Cities (Sage:2007), co- edited with George E. Peterson.This is the tenth in a series of Urban Workshops planned by the Centre de SciencesHumaines (CSH), New Delhi and Centre for Policy Research (CPR).
